Well, there are several different tractor models out there, mind you. XD I doubt someone as successful as Tex would display fake horns, so they HAVE to be real....

What about the cow print on his cab? I think that's even more mysterious than the horns themselves.
If the skin is in fact skin, that means there are creatures in the Cars continuity that have cow fur/skin, and horns.
All in all, I don't think Pixar thought much about it and there probably isn't cannon explanation.
